The public danger or emergency proclaimed in accordance with above procedures shall exist until the officer declaring such emergency shall determine that the event or occurrences constituting the public danger or emergency no longer exist, provided that, such duration shall not extend beyond one week from the time of its proclamation unless extended by action of City Council, and further provided that City Council may, at any time it determines that the public danger or emergency no longer exists, declare it to be at an end.
