In enforcing the provisions of this chapter the Finance Director shall be responsible to, and under the control of, the City Manager. The Finance Director and all other members of the Income Tax Bureau shall be employees of the Finance Director’s office and shall assist the Finance Director in matters relating to income tax. The Finance Director shall have the ultimate responsibility for the collection and deposit of income tax revenues and the performance of the duties herein assigned to the Finance Director.
