302.1 Sanitation. No person shall occupy as an owner-occupant or let to another for occupancy any structure which does not comply with the following requirements (a) All exterior property areas and premises shall be maintained in a clean, safe and sanitary condition, free from any accumulation of rubbish, garbage or junk. Interior furniture or upholstered furniture shall not be left outside unless at curbside for disposal no earlier than 3:00 p.m. prior to a scheduled pickup of such items.
302.2 Grading and drainage. All premises shall be graded and maintained to prevent the erosion of soil and to prevent the accumulation of stagnant water thereon, or within any structure located thereon.
Exception: Approved retention areas and reservoirs.
302.3 Sidewalks and driveways. All sidewalks, walkways, stairs, driveways, parking spaces and similar areas shall be keep in a proper state of repair, and maintained free from hazardous conditions.
302.4 Weeds. All premises and exterior property shall be maintained free from weeds or plant growth in excess of seven inches. All noxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants and vegetation, other than trees or shrubs, provided, however, this term shall not include cultivated flowers and gardens.

302.4 (B) Shrubbery or other vegetation shall not be permitted to grow in a manner that is a danger to the occupants and the public health, safety, and welfare, or in a manner that creates, extends, or intensifies blighting or deteriorating conditions. Such manner shall include, but not limited to:
(1) Shrubbery or vegetation that is overgrown to the point that it impedes the delivery of governmental services, such as police, fire and rescue services; or
(2) Shrubbery or vegetation, except trees, that is overgrown to the point that it infringes on any neighboring property owner's right of quiet enjoyment of his or her property; or
(3) Shrubbery or vegetation that has grown in a manner such that it has infiltrated the siding or other building material of a dwelling.
Upon failure of the owner or agent having charge of a property to cut and destroy weeds after service of a notice violation, they shall be subject to prosecution in accordance with Section 106.3 and as prescribed by the authority having jurisdiction. Upon failure to comply with the notice of violation, any duly authorized employee of the jurisdiction or contractor hired by the jurisdiction shall be authorized to enter upon the property in violation and cut and destroy the weeds growing thereon, and the costs of such removal shall be paid by the owner or agent responsible for the property.
302.5 Rodent harborage. All structures and exterior property shall be kept free from rodent harborage and infestation. Where rodents are found, they shall be promptly exterminated by approved processes which will not be injurious to human health. After extermination, proper precautions shall be taken to eliminate rodent harborage and prevent reinfestation.
302.6 Exhaust vents. Pipes, ducts, conductors, fans or blowers shall not discharge gases, steam, vapor, hot air, grease, smoke, odors or other gaseous or particulate wastes directly upon abutting or adjacent public or private property or that of another tenant.
302.7 Accessory structures. All accessory structures, including detached garages, fences and walls, shall be maintained structurally sound and in good repair.
302.8 Motor vehicles or vehicles. Except as provided for in other regulations, no inoperative or unlicensed motor vehicle or vehicle shall be parked, kept or stored on any premises, and no vehicle shall at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an approved spray booth and in the proper zoned district.
Parking of motor vehicles or vehicles must be on well maintained hard paved surfaces. Surfaces other than hard paved surfaces used for parking prior to the adoption of these and other governing regulations shall be kept in a neat and orderly manner and free from any vegetation. No rutting of the existing unpaved surface shall be permitted. Should mud, dirt or other debris be dragged onto the public way due to lack of maintenance the Code Official shall order the owner to pave the parking space. In no case shall lawn area be considered a parking space.
Exception: A vehicle of any type is permitted to undergo major overhaul, including bodywork, provided that such work is performed inside a structure or similarly enclosed area designed and approved for such purpose and as regulated by both Building and Zoning Codes.
302.9 Defacement of property. No person shall willfully or wantonly damage, mutilate or deface any exterior surface of any structure or building on any private or public property by placing thereon any marking, carving or graffiti.
It shall be the responsibility of the owner to restore said surface to an approved state of maintenance and repair.
302.10 Household composting.
(a) Material that may be composted:
(1) Household compost may consist of ground, shredded or chopped yard waste, including but not limited to, grass clippings, shrub trimmings, wood chips, leaves, herbaceous garden waste, brush and other such material.
(2) Fresh animal manures shall not be used in household compost piles
(3) The use of any type of solid waste in a household compost pile shall be prohibited.
(b) Prohibited against creating a public health nuisance. No person shall create or maintain a household compost pile in such a manner that it becomes a rodent or insect harborage, it produces offensive and noxious odors, it causes any form of surface or ground water pollution, or attracts wild animals.
(c) Location of household compost piles. Household compost piles shall be located:
(1) Twenty-five feet from any occupied structure.
(2) Five feet from any auxiliary structure.
(3) Fifty feet from any private water supply system.
(4) Ten feet from any private sewage disposal system.
(5) Five feet from any lot line.
(6) Ten feet from any roadway, alley, or other public right-of-way.
(7) Fifteen feet from any creek.
(8) A household compost pile shall not be constructed in a natural wetland or floodway.
(9) No compost pile shall be constructed in a front or side yard.
(d) Exemptions: Except for location, compost regulations shall not apply to:
(1) Any person who is disposing of yard waste by soil incorporation.
(2) Any person who is converting yard waste into mulch.
