The Chief Building Official shall determine all questions arising under this Building Code, and the laws and ordinances in force in the city, relating to the same subject matter. In case of dissatisfaction with any decision, except in respect to unsafe buildings beyond repair, and situations about premises requiring immediate action, the question in dispute may be referred to the State Board of Building Appeals, except that questions regarding one-, two-, and three-family residences may be referred to the City Council, who shall act as a Board of Appeals.
