(A) The owner of any building or structure with regard to which an unsafe building order has been issued under this Building Code shall have the right to appeal such order to the Board of Appeals. Such appeal shall be filed with the Chief Building Official, in writing, within 20 days after service of the unsafe building order. No appeal shall be heard unless it alleges that such order is unnecessary, improper, or unreasonable, and states specific reasons in support of the allegations. An appeal shall stay any action by the Chief Building Official or the city to enforce the order. There shall be no stay of any emergency action taken pursuant to this chapter.
(B) On the owner’s or his agent’s failure or neglect to comply with, or on his use of the unsafe building or structure in violation of, the unsafe building order issued under § 150.082, the Chief Building Official may make any or all of the repairs or improvements, or demolish the building or structure, or unsafe portion thereof, as specified in the unsafe building order. The Chief Building Official may advise the Director of Law to institute such proceedings as may be appropriate to compel compliance.
