The Chief Building Official, at his discretion, may accept, in lieu of inspection by himself or his inspectors, a certificate or report of inspection for any part or parts of the work made by any architect, engineer, board or bureau recognized by him as an authority in such part or parts of the work, providing such certificate or report shall show that the said part or parts of the work conform to the requirements of this Building Code and all other laws and ordinances relating to the same subject matter.
