(A) New buildings and structures. This Building Code shall apply to one-, two- and three-family dwelling houses; residential buildings, non-transient; residential buildings, transient; hospitals, and homes; penal and correctional buildings; schools and school assembly halls; places of assembly; places of outdoor assembly; business buildings; mercantile and office buildings; industrial buildings; storage buildings; and special occupancy and miscellaneous buildings; to their accessory structures; and to their service equipment parts which are hereinafter erected.

(B) Existing buildings and structures. This Building Code shall also apply to existing buildings and structures described in division (A) above and to be occupied or used as so stated, as if hereinafter the following conditions apply.
(1) A building hereinafter occupied for uses or occupancies described above, which building was not so occupied when this code became applicable.
(2) A building moved into, or moved within, the city.
(3) A building occupied for uses described above which is altered or repaired excluding ordinary repair. Where the value of the work including labor and materials does not exceed $25, the work may be made without application or notice to the Chief Building Official, provided such work does not interfere with the vital features of the building.
(4) A building or structure whose occupancy is changed from residential use or from one to another of the following: business, mercantile, industrial, storage, assembly, institutional, recreational and miscellaneous occupancy and use; or whose fire hazard classification is changed.
(5) Addition or alteration. An addition or alteration, regardless of cost, made to a building, shall be made in conformity with applicable regulations of this Building Code.
(6) Installation of service equipment. When the installation, extension, alteration or repair of an elevator, moving stairway, mechanical equipment, refrigerating, air conditioning or ventilating apparatus, plumbing, gas piping, electric wiring, heating system or any other equipment is specifically controlled by the provisions of this Building Code or the approved rules, it shall be unlawful to use such equipment until an approval has been issued therefor by the Chief Building Official or other governing agency having jurisdiction.
(7) A building or structure to be partly or wholly destroyed and/or removed through wrecking or disassembling of its parts.
