1327.16 OFF-STREET PARKING AREAS.
   (a)    Interruption of Retail Frontage.
      (1)   To prevent the harmful interruption of the economic and visual continuity of retail development, all off-street parking areas located in the Downtown Commercial District shall be considered special review uses under this Code.
      (2)   In reviewing such uses, the Downtown Design Review Board shall consider the effect of such areas on the pedestrian shopper and on neighboring businesses, the need for parking in the immediate area and the availability of conveniently located sites for parking outside the Downtown Commercial District.
   (b)    Driveway Location. To reduce safety hazards and disruption to both pedestrians and motorists from pedestrian-vehicular conflicts and to retain the attractiveness of Main Street for pedestrian shopping, driveways to parking areas, drive-in establishments or other facilities that are located across a sidewalk in the Downtown Commercial District shall be special review uses. They shall be approved by the Downtown Design Review Board only if no other access is reasonably possible.
   (c)    Surfacing. All public and private off-street parking areas shall be covered with an asphalt, concrete or brick surface.
   (d)    Single-User Parking.
      (1)   To encourage the provision of maximum off-street parking at minimum cost and with minimum usage of scarce Downtown land, off-street parking areas containing ten or more nonreserved spaces and serving a single use shall be special review uses in the Design Improvement Area. Public parking or private parking shared by two or more uses under a written agreement approved by the Village Law Director shallnot require special review use approval.
      (2)   In reviewing such uses, the Downtown Design Review Board shall consider the general public need for parking in the immediate area, patterns of usage of spaces by the use and its customers throughout the day and any practical obstacles to shared parking at the location.
   (e)    Rear Entrances. Businesses are encouraged to provide rear or side entrances adjacent to off-street parking areas
