(a) Litter Receptacles. Within the Downtown Commercial District, the Village of Mt. Gilead shall provide, in a convenient and conspicuous location, attractive litterreceptacles for use by the public at every intersection of streets or of a street and an alley and within twenty-five feet of the property line of every food vending establishment that offers take-out fare. The Village, whenever possible, shall empty receptacles with such frequency as is required to prevent full or overflowing containers.
(b) Cleanliness of Outdoor Premises. All outdoor premises on private property shall be kept clean by the owner or occupant thereof of any refuse, trash or garbage, except for refuse disposal bundles and containers.
(c) Containers and Bundling. Refuse set out for collection shall be contained in trash cans with tight-fitting lids or in securely tied plastic bags. Newspapers and rags shall be bundled and securely tied if put out separately for collection, and cartons shall be flattened and secured.
(d) Capacity of Containers. Businesses shall provide waste containers with capacities totaling the amount of refuse typically produced over three business days.
(e) Location of Refuse. See Chapter 935 of these Codified Ordinances.
(f) Use of Public Litter Receptacles. Refuse from commercial or multifamily residential buildings shall not be deposited in public litter receptacles.
