(a) Any party aggrieved by an administrative order, requirement, decision or determination made under this Code by any authorized administrative official or bodyof the Village may appeal to the Downtown Design Review Board. Appeals of decisions of the Downtown Design Review Board shall be made to the Village Boardof Zoning Appeals under the provisions for appeals of the Village Zoning Code. A decision of the Board of Zoning Appeals may be appealed to Village Council, which has final authority.
(b) The filing of an appeal shall stay all proceedings on the action appealed, unless the Zoning Inspector certifies to the Council that, in his or her judgment, a stay would cause immediate peril to life, health or property. In such case, no proceedings shall be stayed without issuance of a restraining order by a court of record.
(c) An appeal shall be filed within twenty days of the later of:
(1) The date of the order or decision being appealed; or
(2) In the case of a denial by the Downtown Design Review Board, the expiration of a thirty-day period for negotiation between the applicant and the Board, beginning on the date the application was denied.
