(a) Except as otherwise provided herein, the provisions of this Code shall apply to all private and public property in a Design Improvement Area (DIA) within the Village of Mt. Gilead as follows:
(1) The west side of Main Street, from the Whetstone Creek to Cedar Street.
(2) The east side of Main Street, from the Whetstone Creek to North Street, excluding those properties that are strictly single-family residential.
(3) Both sides of High Street, from Cherry Street to 23 East High Street.
(4) Both sides of Center Street, from Cherry Street to 47 East Center Street.
(5) 75 South Cherry Street.
(6) 184 and 186 South Main Street.
(b) No provision herein shall apply to any single-family detached dwelling.
