(a) The Village Council hereby finds that:
(1) Downtown Mt. Gilead is primarily a center of business activity, the vitality of which is important to the economy and reputation of the Village as a whole.
(2) While it has some historic buildings that should be recognized and protected, the function of the downtown area is not primarily that of a historic district.
(3) While it has some buildings of architectural interest, the function of the downtown area is not primarily that of a gallery of outstanding architectural design.
(4) Notwithstanding paragraphs (a) (1) through (3) hereof, improper maintenance, nonfunctional design, lack of amenities and unsightly appearance of private and public properties may constitute a blightinginfluence on nearby property; may significantly depreciate or hinder the increase of property values in the vicinity; may impair the successful functioning of downtown Mt. Gilead as a business center; and may create safety, fire and sanitation hazards and nuisances.
(b) These regulations are therefore intended to:
(1) Promote public health and safety in downtown Mt. Gilead by improving standards of property maintenance.
(2) Preserve and enhance property values, the Village's tax base and the marketability of property downtown.
(3) Preserve and enhance the viability of downtown as a business center.
(4) Enhance the safety and comfort of shoppers, employees, and other members of the public who frequent the downtown area.
