1325.03 SIGNS PERMITTED IN ALL DISTRICTS WITHOUT A PERMIT.
   (a)   The following types of signs shall be permitted in all districts within the Village without a permit according to the limits specified:
      (1)   Signs advertising the sale, lease or rental of the premises upon which they are located, not exceeding 30 square feet in area. Such sign shall be removed not more than one week after the sale or rental of the property.
      (2)   Professional nameplates or home occupation signs not exceeding four square feet in area and not exceeding one sign per home or business.
      (3)   Signs denoting the name and address of the occupants of the premises, not exceeding four square feet in area and not exceeding one sign per home.
      (4)   Farm signs, for farms or orchards over five acres in area, denoting the name and address of occupants, advertising produce or merchandise grown on such farms and denoting membership organizations, not to exceed twenty-five square feet of sign-face area per farm or orchard.
      (5)   Signs or bulletin boards customarily incidental to places of worship, libraries, museums, social clubs or societies. The total area of such signs or bulletin boards shall not exceed forty square feet and the same shall be located on the premises of such institutions.
      (6)   Entrance and exit signs containing only directional information.
      (7)   Temporary signs announcing special public or institutional events or the erection of a building, or signs for similar uses. Such signs shall be removed within one week of the completion of the event or project.
      (8)   One sign advertising a home sale may be displayed off the premises on which the sale is held. This sign can only be posted on private property with the consent of the owner. No more than two signs may be displayed on the premises on which the sale is held.
   The display of all signs shall be limited to the date on which the sale is held and to a period of time of one week before the sale. Such signs shall not be larger than four square feet in area and shall not be illuminated.
      (9)   Political signs shall not be displayed more than 60 days prior to the election involving the political candidate. These signs shall not be placed in a manner to cause a hazard or unsafe conditions. They shall not be placed on sidewalks, in the tree lawn, on other public property or extend into any street or alley. They shall not be stapled to a utility pole. If the sign should become defaced or have inappropriate language, it should be removed by the owner or the police. All political signs shall be removed within one week of the election.
      (10)   Existing signs which are in place or under construction at the time of the adoption of this chapter.
   (b)   Existing signs, as defined above, are permitted to continue and to be maintained as they existed at the time of adoption of this chapter; however, replacement signs shall meet all requirements of this chapter.
   (c)   A business may place a sign advertising his or her business in front of the store in the hole provided for flags. The Village will maintain the right to display the American flag in front of the businesses for special occasions.
