1319.99 PENALTY; EQUITABLE REMEDIES.
   Violation of the provisions of these regulations or failure to comply with any of its requirements shall be deemed to be a strict liability offense, and shall constitute a minor misdemeanor and shall not be fined not more that one hundred dollars ($100.00). For a second offense within one year after the first offense, such person is guilty of a misdemeanor of the fourth degree and shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than thirty days, or both. For each subsequent offense within one year after the first offense such person is guilty of a misdemeanor of the third degree and shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than sixty days, or both. A separate offense shall be deemed committed each ten days during or on which a violation or noncompliance occurs or continues. Any person who violates these regulations or fails to comply with any of its requirements shall upon conviction thereof be fined or imprisoned as provided by the laws of the Village. Nothing herein contained shall prevent the Village from taking such other lawful action as is necessary to prevent or remedy any violation. The Village shall prosecute any violation of these regulations in accordance with the penalties stated herein.
