"House trailer," as used in this chapter, means any nonself-propelled vehicle so designed, constructed, reconstructed or added to by means of accessories in such manner as will permit the use and occupancy thereof for human habitation, for the conduct of any business, profession, occupation or trade, for use as a selling or advertising device, or for use as storage, whether or not connected to utilities, whether resting on wheels, jacks or other foundation, regardless of whether it is, has been or is capable of being modified to be placed upon a permanent foundation, except a device used exclusively upon stationary rails or tracks.
