1121.06 STAGES OF DEVELOPMENT; CONSTRUCTION OF OPEN SPACESAND PUBLIC AND RECREATIONAL FACILITIES.
   Each stage of a planned unit development must be so designed so as to stand independently of future related stages in the event that future stages are not constructed. The construction and provision of all of the common open spaces and public and recreational facilities which are shown on the final development plan shall proceed at the same rate of construction as that of dwelling units. The Planning Commission shall not approve the final development plan for any stage of a planned unit development unless the average of the allowable dwelling units per stage, up to and including the stage which is to be approved, does not exceed, by more than ten percent, the average number of dwelling units per stage which is allowable for the entire planned unit development.
