The improvements which are required by this chapter shall be designed, furnished and installed by the subdivider in accordance with the provisions of these Regulations and other regulations of the State and Village. The required improvements shall be approved prior to the approval of a subdivision plat. The subdivider shall provide and install within the proposed survey or subdivision the minimum improvements as set forth in this chapter. All required improvements shallpertain to all existing facilities when they are upgraded as set forth in this chapter.
