(a) The Village Administrator shall have the power to establish sanitary rules and regulations covering the collection and disposal of garbage, rubbish, and waste matter, not inconsistent with this chapter. Such rules and regulations, when published, shall become and are hereby made, a part of this chapter.
(b) The Village Administrator shall have the power to establish rules and regulations with reference to the handling, collection and disposal of garbage or refuse as may be necessary, proper or convenient to facilitate their collection and disposal and shall have the authority to set rates for residential pickups other than residential units as defined previously in this chapter.
