935.01 DEFINITIONS.
   In the interpretation of this chapter, the following words and phrases, unless the context shows another sense to be intended, shall be held to have the meanings hereinafter stated:
   (a)   "Garbage," "offal" or "other refuse matter" means every accumulation of animal, vegetable and other matter that attends the preparation, consumption, decay or dealing in or storage of meats, fish, fowl, birds, fruits or vegetables, but does not include waste matter, as herein defined.
   (b)    "Exclusion to garbage" means solid waste that includes only leaves, grass clippings, brush, garden waste, tree trunks, holiday trees and tree trimmings and/or pruning.
   (c)   "Rubbish" means printed matter, paper, pasteboard, grass, rags, straw, boots, shoes, hats, and all other combustible matter not included in this chapter under term "garbage," as defined in subsection (a) hereof.
   (d)   "Waste matter" means natural soil, earth, sand, clay, gravel, loam, manure, stones, bricks, brickbats, plaster, Portland cement, crockery, queensware, glass, glassware, ashes, cinders, shells, metals and all other noncombustible materials.
   (e)   "Commercial or industrial garbage or waste" means all industrial garbage or waste capable of incineration or burning that accumulates in, upon or about the land and buildings appurtenant to the business and activities of breweries, wholesale produce and grocery dealers, restaurants and hotels, meat packing and meat wholesale dealers, and fat rendering and hide processing plants.
   (f)   "Individual special service" means collection service to persons who desire collection from their premises at locations other than the line of the public street, alley or service strip along the collection route.
   (g)   "Subscriber" means any householder within the Village of Mount Gilead, Ohio.
   (h)   "Householder" means any individual who maintains separate and distinct living quarters within the Village of Mount Gilead, Ohio. By way of example but limitation, "Householder" includes owners, tenants, and occupants of all premises upon which garbage or refuse, or both, are created.
   (i)   "Residential unit" means a dwelling within the corporate limits of the Village that is occupied by a "Householder." A residential unit shall be deemed occupied when either water or domestic light and power services are being supplied thereto.
