921.04 HAULED WASTEWATER DISCHARGE PERMITTING.
   (a)   Only RVs and carpet cleaners may discharge in the SRF without a permit, and they must register completely on the forms provided in the SRF.
   (b)   Prior to discharge of any hauled wastewater in the SRF, all haulers, except those listed above, shall:
      (1)   Apply for a Hauled Wastewater Discharge permit (HWDP) in accordance with the procedures outlined in this section.
      (2)   Comply with a probationary period of at least three months during which compatibility tests of the delivered wastewater shall be performed.
      (3)   Hold a valid HWDP.
   (c)   During probation period, the licensed hauler candidate shall:
      (1)   Use the Hauled Wastewater Discharge permit (HWDP) issued by the Village to access the SRF.
      (2)   Discharge the hauled wastewater following the unloading and exit procedures described herein. The Village Superintendent will indicate the correct discharge point.
      (3)   Collect a sample of each unloading as directed in Sections 921.14 through 921.18, “Facility Access and Discharge Operations.”
      (4)   Comply with all rules, regulations, and procedures established herein.
      (5)   Pay monthly bills from the Village for fees and penalties related to discharge operations defined in subsequent sections herein.
      (6)   Understand and be fully and legally responsible for all damage resulting from activities authorized herein.
      (7)   Indemnify and hold harmless the Village from suits, actions, damages and costs resulting from the discharge of the hauled wastewater.
      (8)   Understand all the requirements stated herein.
   (d)   Once the hauler has successfully completed the probation period:
      (1)   The hauler shall comply with all rules and procedures established herein.
      (2)   The hauler shall be issued by the Village:
         A.   An HWDP valid until January 1 of the next calendar year.
         B.   List of expected pollutants and corresponding allowable limits.
         C.   A set of manifests as set forth in Sections 921.14 through 921.18, “Facility Access and Discharge Operations,” at no additional charge for the first set, for each vehicle listed on the HWDP application form.
      (3)   The HWDP shall be available in the hauling truck at any time for presentation upon request.
