Whoever violates or fails to comply with any of the provisions of this chapter shall be fined not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00) for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues. In addition to the penalty provided herein, the Village may recover reasonable attorney fees, court costs, court reporter fees and other expenses of litigation by appropriate suit at law against the person found to have violated this chapter.
