(a) Where a property owner's downspouts, footers or other subsurface or surface water drains into the sanitary sewerage system, the Village will assist the property owner in diverting it to or into the storm sewerage system. The Village's responsibility shall be :
(1) To determine where such water shall be drained ; and
(2) To dig any ditches required for tile, install the tile and backfill.
(b) The property owner's responsibilities shall include:
(1) Purchasing the tile;
(2) Restoring yard or property disturbed by the operation (sidewalks, trees and shrubbery);
(3) Doing and/or paying for work that may be required within any buildings; and
(4) Thereafter, maintaining any tile lines installed to the Village's storm sewer.
