901.01 DEFINITION.
   As used in this chapter:
   (a)   “Applicant.” Any person applying for a permit hereunder.
   (b)   “Approved.” Approval by the Village Administrator pursuant to this chapter or any regulation adopted hereunder.
   (c)   “Contractor.” A person or business which provides goods or services to another entity under terms specified in a contract.
   (d)   “Council.” The Council of the Village of Mount Gilead.
   (e)   “Emergency.” A reasonably unforeseen occurrence with a potential to endanger personal safety or health, or cause substantial damage to property; that calls for immediate action.
   (f)   “Permit.” The non-exclusive grant of authority to use or occupy all or a portion of the Village's rights of way granted pursuant to this chapter.
   (g)   “Permit holder.” Any person issued a right of way permit pursuant to this chapter to use or occupy all or a portion of the right of way in accordance with the provisions of the chapter and said permit.
   (h)   “Right of way.” Wherever the words “streets”, “boulevards”, “avenues” and “alleys” are used in this chapter, such words mean that land which lies between private lot lines and which is dedicated for public use. It includes the surface of the area and the areas both above and below the surface.
   (i)   “Village Administrator.” The Administrator of the Village appointed by Council, or a designee of the Village.
