The Mayor may suspend or revoke any license issued pursuant to this chapter for the direct or indirect violation of any of the provisions hereof. In the event that the Mayor suspends or revokes any license, the owner may within ten days appeal such suspension or revocation to Council or to a committee of not less than three Council members designated by Council for such appeal. If the committee upholds such suspension or revocation, the owner may appeal to the entire Council within ten days fromthe committee's decision. The decision of Council shall be final.
