A request for an exception to any provision of this chapter shall be made in writing tothe Village Clerk. Such requests shall be studied by Council and, where Council feels that special conditions warrant granting of such exceptions, the Village Clerk shall be notified of such decision. Granting or refusal to grant an exception to any of the provisions of this chapter shall rest within the sole and absolute discretion of Council.
