No oil or gas well shall be drilled closer than one hundred feet from the site on which a well is presently being drilled or has been drilled. Council shall refuse to issue a permit where the proposed site is closer than one hundred feet to a site on which a well is being drilled, has been drilled or is authorized to be drilled by a permit issued or to be issued pursuant to this chapter.
