Permits issued under this chapter may be transferred so long as there is no change in the proposed drilling site as set forth in the application, and provided that the new owner files with the Village at the time of transfer an affidavit stating the affiant is the owner of the permit and that no change in the proposed well location will be made from that shown on the application.
The Village Clerk shall note on the permit the new owner and the date of transfer asshown by the affidavit. The permit shall be invalid in the hands of a new owner until the provisions of this chapter are fully complied with.
