(a) All owners of drilling permits issued under ordinance 614, passed November 13, 1963, shall be notified in writing by the Village Clerk that they are to file with him in writing, within thirty days after the date of the written notice, the status of the permits issued to them. In the event that no drilling operations have taken place under the permit which was issued or, in the event that drilling operations did take place with the result being a dry hole, then the sum of eighteen hundred dollars ($1, 800) shall be refunded to such permitholders and such permits shall be cancelled.
As used in this section, "dry hole" does not mean any well on which any steps have been taken towards completion of such well.
(b) Failure by a permit holder to contact the Village Clerk within the time specified in the notice required herein shall give cause for the Village Clerk to conclusively presume that a producing well was drilled under such permit and such permit holder shall thereafterbe forever barred from claiming a refund of eighteen hundred dollars ($1, 800) because of no drilling operations or because of a dry hole.
