All applications for permits on file on the date of passage of this chapter (Ordinance623, passed March 2, 1964) shall be governed by the provisions of this chapter. All permittees under permits issued prior to the date of passage of this chapter (Ordinance 623, passed March 2, 1964) shall be governed by any prior ordinances in effect at the time such permits were issued.
