An applicant for a permit shall be required to file with the application an affidavit stating that the applicant has complied with all conditions of this chapter or setting forth any exceptions thereto. Any false statement in such affidavit shall be grounds to refuse to issue a permit to drill or shall be grounds to revoke a permit already issued by Council. Revocation of a permit under this section shall have the same effect as revocation of a permit under Section 717. 17.
