Any person, at the time of application, shall deposit with the Village Clerk the sum of two thousand dollars ($2, 000) to serve as a cash bond conditioned upon compliance with this chapter until the time of completion of drilling, plugging or abandonment of the subject well. Such bond shall not only be conditioned upon compliance by the applicant, but also upon compliance with this chapter by any assignee and owner of any permit granted here-under, or any employee, contractor, subcontractor or other party performing services in connection with any permit issued hereunder.
