717.03 PERMIT REQUIRED.

No person shall commence to drill a well for oil or gas within the corporate limits of the Village until such time as such person has wholly complied with all provisions of this chapter and permission has been granted by Council to such person, by permit authorized by Council and signed by the Mayor and Village Clerk.
