709.01 PERMIT REQUIRED; EXCEPTIONS.

(a) Every distributor of circulars, handbills or advertising matter located outside the corporate limits of the Village shall be required to obtain a permit from the Mayor to distribute such materials within the Village.

(b) This section does not apply to any person located within the Village or to political candidates or persons campaigning for or against issues on the ballot.
