(a) No person shall throw or deposit litter in any fountain, pond, stream, river, ditch or other body of water in a park or elsewhere within the Municipality.
(b) Whoever violates this section is guilty of a minor misdemeanor for a first offense. For each additional offense within twelve months of the first offense, such person is guilty of a misdemeanor of the fourth degree.
