(a) No person, while a driver or passenger in a vehicle, shall throw or deposit litter upon any street or other public place within the Municipality or upon private property.
(b) Whoever violates this section is guilty of a minor misdemeanor for a first offense. For each additional offense within twelve months of the first offense, such person is guilty of a misdemeanor of the fourth degree.
