Notwithstanding the provisions of Section 313.03(c)(2), when signs are erected giving notice thereof, vehicular traffic shall not turn right when facing a steady red signal at:
(a) The intersection of North Main Street with East and West Union Street between the hours of 7:00 a.m. and 9:00 a.m. and 2:00 p.m. and 4:00 p.m.; or
(b) The driveways of McDonald’s and Kroger’s businesses between the hours of 8:00 a.m. and 6:00 p.m.
