311.04 PLAY STREETS AND BLOCK PARTIES.
   (a)   Whenever authorized signs are erected designating any street or part thereof as a play street or as a street for a block party, no person shall drive a vehicle upon such street or portion thereof, except drivers of vehicles having business or residences within such closed area, and then such drivers shall exercise the greatest care in driving upon any such street or portion thereof.
   (b)   Persons desiring to close a street or alley temporarily for a block party must first apply for and be granted a permit by the Mayor. The application must be filed at least ten days before the time intended for the block party. Reasonable conditions for conducting block parties shall be prescribed by the Mayor.
