(a) Council hereby authorizes the Village to provide medical insurance benefits, the premiums for which may be paid entirely by the Village. Persons for whom the Village may pay medical policy premiums may include all full-time employees or full-time elected officials and their families or dependents.
(b) Council shall implement this section by resolution setting forth the various employees and elected officials, the coverage which they will be receiving and the premiums to be paid therefor by the Village. Further resolutions shall be filed from time to time as different employees are covered by such benefits.
