139.01 POLICE CHIEF.
   (a)   The Police Chief shall be classified as an executive under the Fair Labor Standards Act. The Chief of Police will be a salaried position. He or she will report to the Mayor. Under the direction of the Mayor, the Chief of Police exercises the highest possible degree of leadership, authority, judgement and discretion in the overall administration, planning, organizing and management of the functions and operations of the Village of Mt. Gilead's Police Department in accordance with all departmental procedures and Federal, State and local statutes. Duties of the Police Chief shall include being the executive officer of the regular and auxiliary police; stationing, transferring and assigning officers. The Chief will make recommendations for hiring new officers. In conjunction with the Mayor, he or she will use progressive discipline prior to suspending officers for reasonable just cause. The Police Chief will supervise the Captain, but is responsible for the general supervision of all employees of the Police Department.
   (b)   The Police Chief will serve a six-month probationary period.
   (c)   The Police Chief will attend meetings as directed by the Mayor, including Mt. Gilead Village Council meetings. He or she will provide a monthly report of departmental activities.
   (d)   The Police Chief will work in conjunction with the Mayor and Village Administrator to provide a timely preparation and submission of an annual budget request.
   (e)   He or she will be responsible for providing police leadership in the community. The Chief shall implement policies, procedures and programs to enhance the Village.
