10-1-15: THEFT OF ACCESS OR USE:
It shall be unlawful for any person to make any connection to or install or construct any facility or equipment with the specific intent of obtaining access from or making use of the fiber-optic system, without paying for such access or without paying the fees and charges established by the provisions set forth in this chapter.
