Any and all maps, plats and replats of lands which require the approval of the city council, or any official or employee thereof, shall first be submitted to the planning and zoning commission of the city for its suggestion and the commission shall have a reasonable time, not to exceed one hundred twenty (120) days, within which to examine such maps, plats or replats before returning the same with its suggestions.
