The commission shall elect its own chairman and create and fill such other offices as it may determine necessary. One regular meeting shall be held each month not less than nine (9) months in each year. A majority of the appointive members of the commission shall be necessary to constitute a quorum at any meeting. Written rules consistent with sections 67-6501 through 67-6529 and the laws of this state for the transaction of business of the commission shall be adopted and a written record of meetings, resolutions, findings and determinations shall be kept.
