8-4-1: PURPOSE; INTENTION OF CHAPTER:
It is the intention of the mayor and council to provide for an orderly method of protecting the city streets and alleys from unwarranted depredations, and to protect and preserve utilities located beneath streets and alleys in the city. It is also recognized and the intent of the council and mayor that, from time to time, it is absolutely necessary for the installation of utilities and other important installations, that the surface of the streets and alleys be cut into and it is their intention to provide for an orderly procedure in such events and for a just repayment to the city for such costs of repair.
