When the owner or occupant of any lot or parcel of land in the City fails to abate a nuisance as described in this Chapter, the Administrator shall serve or cause to be served a written notice, by certified mail, upon the occupant or owner of the premises on which said trees, shrubbery, or plants are growing in violation of this Chapter and demand abatement of said nuisance within ten (10) business days.
