All refuse accumulated in the city shall be collected, conveyed and disposed of by the city or its waste contractor under the supervision of the mayor or his designee. The mayor or his designee may make rules and regulations governing the collection, conveyance and disposal of refuse as he deems advisable, subject to the approval of the city council. Any rules and regulations adopted by the council through the passage of an ordinance shall be published once in the official newspaper of the city prior to taking effect and shall be available at the office of the city clerk.
