ACOs may turn over any stray or abandoned animal suffering in pain to a licensed veterinarian approved by the City where the cost or treatment shall be borne by the owner or responsible party, if known, or by the City. If the animal appears to be diseased or severely disabled, or if treatment would be prohibitively expensive, animal control may humanely euthanize the animal in accordance with State standards.
