713.04 SOLICITATION LICENSING BOARD; ACTION ON APPLICATION; PERMIT FEE; RENEWALS.
   (a)   The City Manager, the City Clerk and the City Treasurer are hereby created as a Solicitation Licensing Board. If, after inspecting the application the Licensing Board is satisfied that the purpose of such solicitation is for a bona fide charitable purpose; that the applicant will solicit in good faith and in the manner authorized; and that a proper proportion of the money contributed will be used for the purpose for which such contributions are made, the Licensing Board shall issue such applicant a permit to solicit, upon receipt of a fee of one dollar ($1.00) unless such fee is waived by the Licensing Board.
   (b)   All actions of the Licensing Board shall be reported to Council at its next regular meeting occurring subsequent to the action taken.
   (c)   Any applicant not satisfied with the decision of the Licensing Board may appear at the next regular meeting of Council occurring subsequent to the action taken by the Licensing Board. Council shall then afford the applicant the opportunity to appear and be heard concerning the decision of the Licensing Board based upon the criteria provided above, and make a decision to grant or deny the permit.
   (d)   Any such permit granted by the Licensing Board or Council shall contain the name of the person or organization so authorized to solicit, the purpose for which the funds are to be solicited, the time within which such solicitations are authorized, and whether the person soliciting is being paid for his services. The permit shall expire and become void on the fifteenth day after its issuance unless otherwise designated by the Licensing Board or Council. The Licensing Board or Council may renew and extend such permit for subsequent periods of time.

   (e)   From and after the date that any such application is made pursuant to the terms of Section 713.03, the Solicitation Licensing Board shall be permitted to have a period of twenty-one days thereafter to investigate the validity of the purpose of any such charitable solicitation and the information contained in any such application, pursuant to the requirements of Section 713.03 and subsection (a) hereof.
