The City Clerk shall receive all applications for a permit for any of the purposes expressed in Section 713.01. When any applicant files an application on a form approved by Council, the applicant shall therein answer, under oath, all of the questions in such form and shall furnish all such other information as Council may require, or deem of assistance in determining whether permission shall be granted to such person for any of the aforementioned purposes, and the failure or refusal to file such application and furnish such information shall constitute sufficient grounds to deny the applicant permission to act as provided above. The Licensing Board created by Section 713.04 or Council in granting such permit, may impose such conditions and limitations upon the use of the permit as it may deem reasonable or proper, such as the time, places and manner in which solicitations are authorized.
