155.17 FIRE AND POLICE DEPARTMENTS.
   (a)   Fire Department. Members of the Fire Department shall be compensated as follows:
      (1)   All new employees will be paid at the normal rate without regard to an introductory period. (Passed 9-1-98)
      (2)   REPEALED [See Section 155.09(m)]
      (3)   Each newly hired firefighter shall receive a lump sum sign-on bonus of two thousand dollars ($2,000). Should the firefighter leave employment of the City within two (2) years of being hired, said firefighter shall be liable and required to reimburse and pay the City back the full amount thereof.

   (b)   Police Department. Employees of the Police Department shall be compensated as follows:
      (1)    Upon successfully completing an introductory period a police officer will be administratively classified as a Patrolman First Class (PFC) for the purposes of a pay increase only. This classification shall be automatic and will not constitute a promotion for civil service purposes. The City Manager shall develop and administer the pay ranges for this classification in accordance with Section l55.09(a)(2) of these Employee Policy Regulations. (Passed 8-1-06.)
      (2)   REPEALED [See Section 155.09(m)]
      (3)    The salaries of the present members of the Police Department are based upon a base salary, plus the increases set forth in subsection (b)(2) herein. At the beginning of each fiscal year hereafter, each present member of the Police Department shall receive any salary increase to which he/she would be entitled under subsection (b)(2) based upon his/her years of service.
      (4)    Each policeman hired after the effective date of this section shall receive his/her full clothing allowance per fiscal year (this includes introductory police officers). Introductory police officers who fail to complete their introductory period will refund all clothing allowance money.
      (5)   Clothing allowances shall be payable in such amounts and at such times as the Chief of Police and City Manager may determine. Payment shall be made only upon the presentation of purchase orders to the Chief of Police and City Manager for their approval and signatures. (Passed 8-1-06)
      (6)   Each newly hired police officer shall receive a lump sum sign-on bonus of two thousand dollars ($2,000). Should the police officer leave employment of the City within two (2) years of being hired, said officer shall be liable and required to reimburse and pay the City back the full amount thereof.

   (c)   Application. This policy article shall apply to only those benefits and regulations not specifically defined for Police Departments and Fire Departments in WV Code under Chapter 8 and other chapters referring to Civil Service Employees.
