CHAPTER 155
   This policy ordinance, in its entirety, nullifies, voids, replaces and deletes, any and all previously heretofore adopted policy regulations, employee benefit regulations or other departmental agreements made before September 1, 1998.
   It is hereby ordained by the City Council of the City of Moundsville, WV that this policy regulation shall be the only recognized policy regulation from this date forward. Signed into effect this 6th day of March , 2012.
   This policy will be reviewed by City Council and the City Manager once every three (3) years.

This Employee Handbook is designed to provide you with information about working conditions, employee benefits, and some of the policies affecting your employment. You should read, understand and comply with all provisions of this handbook. It describes many of your responsibilities as an employee and outlines programs developed by the City of Moundsville to benefit employees.
THIS HANDBOOK IS NOT INTENDED TO BE OR TO CREATE A CONTRACT OF EMPLOYMENT. THE EMPLOYMENT RELATIONSHIP OF EACH EMPLOYEE IS "AT-WILL." "AT-WILL" MEANS THAT EMPLOYMENT IS FOR NO DEFINITE PERIOD AND IS TERMINABLE AT ANY TIME AT THE WILL OF THE CITY OF MOUNDSVILLE OR THE EMPLOYEE WITH OR WITHOUT NOTICE, CAUSE OR COMPENSATION WITH THE EXCEPTION OF EMPLOYEES COVERED BY WV CIVIL SERVICE LAWS.
No handbook can anticipate every circumstance or question about policy. As the City of Moundsville continues to grow, the need may arise and the City of Moundsville reserves the right to revise, supplement or rescind any policies or portion of this handbook from time to time as it deems appropriate, at its sole and absolute discretion. The only exception to any changes is our employment-at-will policy permitting you or the City of Moundsville to end our relationship for any reason at any time. Employees will, of course, be notified of any changes to this handbook as they occur.
This handbook includes general information about certain employee benefit plans that is based upon official texts, which are controlling in case of question or inconsistency.
This handbook will now be the formal guideline for all employment related matters and supersedes all previous employee handbooks, guidelines or practices used by the leadership of the City of Moundsville. In the future, the only recognized deviations from the policies stated in this handbook are those authorized and signed by the Governing Body of the City of Moundsville. We hope you will feel free to pose any questions as well as to bring to us any suggestions that might be beneficial in making your years of employment with the City of Moundsville rewarding.
